Why does it take so long to count the votes for our council elections?

Victoria's council elections were held in late October. But results are only just starting to trickle in.

Results have started to come in for Victoria’s council elections, but the laborious process of hand counting votes and checking preferences can take weeks. Reporter from the Eastern Melburnian, Matthew Sims, spent some time diving into why it can take so long to declare a winner.

This last election, some residents of the eastern suburbs even had to vote again as a post box was stolen.
